- Bachelor’s level qualification from a nationally recognised/certified University in a related discipline and 2 years' post-related experience. Alternatively, the lack of a Bachelor’s level qualification may be compensated by the demonstration of a candidate’s particular abilities or experience that is/are of interest to the Agency, and include at least 6 years' extensive and progressive expertise in duties related to the function of the post.
- Demonstrated experience with contract operations in an organisation of at least 100 professionals.
- Ability to work with minimum supervision under professional pressure.
- Ability to develop resourceful and effective solutions to problems (including personnel), focus on team performance goals and track metrics to measure performance improvements.
- Demonstrated ability and experience in creating and developing diverse, inclusive and high performing teams through the application of inclusive leadership principles and practice.
- Proven ability to interact with the US Authorities on high value and complex FMS cases.
- Ability to facilitate/present persuasively and negotiate effectively to achieve desired outcomes.
- Very good analytical, writing, communication skills and the ability to conduct complex operational, compliance and performance assessments.
- Sound digital literacy with demonstrated experience in using office automation systems and software applications, e.g. Microsoft Office Suite (Word, Excel, PowerPoint).
Specific Qualifications
- Professional experience with US Legislation and Policy, specifically the Security Assistance Management Manual (SAMM), governing the FMS Program.
- Professional experience with the US Department of Defense (DoD) and Department of State (DoS) structure and organisation responsible for the FMS Program.
- Professional experience with US FMS processes and policy to include Multinational FMS.
- Professional knowledge of the US Military logistics system and the US Military Standard Requisitioning and Issue Procedure (MILSTRIP).
- Professional knowledge or experience with the US DoS Supply and Transportation Systems for FMS.
- Professonal experience with the use of DoD publications for the development of LORs.
- Professional experience and familiarity in the use of the Security Cooperation Information Portal (SCIP)
- Ability to collaborate with a diverse group of stakeholders.
- Ability to negotiate with a variety of interlocutors in an international environment.
LANGUAGE QUALIFICATIONS
- NATO's official languages are English and French. The work of this post requires fluency in English, while working knowledge of French is desirable.

- Basic monthly salary: EUR 7 599.21, tax free.
