CO-25080: Consultant – Technical Expert

STATEMENT OF WORK
The consultant will act as NSPA's technical representative on site for a complex multimillion warehousing project at an active NATO facility. The incumbent will be the primary interface between NSPA, QA of record, and contractors and will ensure compliance with NSPA procedures and requirements as well as support documentation and reporting requirements.

- University degree (Bachelor or Master Degree) in civil engineering or related discipline.
- 10 years’ experience in construction management, including: the management of projects valued at €5M or greater; military/defense facility construction; logistics facility construction; complex infrastructure and building projects; multi-prime contractor coordination; site supervision and quality control; project control (Cost, Scope, Schedule); environmental compliance and permitting; heritage protection compliance; construction in active operational facilities.
- Thorough knowledge of Italian construction codes and regulations; Italian health and safety regulations and Italian infrastructure commissioning procedures.
- Thorough knowledge of BIM processes and standards; construction quality control procedures and environmental regulations and compliance.
- Thorough knowledge of force protection and security requirements and NATO or military construction standards (preferred).
- Strong analytical and problem-solving abilities with strong attention to detail and organisation.
- Excellent communication and interpersonal skills with a professional demeanour and a diplomatic approach.
- Ability to make decisions and work independently and effectively in a multinational environment.
POST DETAILS
- This post is deployable. The incumbent of this post may be required to deploy or may be assigned to a remote location, to perform duties (inside or outside a theatre/deployment location) in support of Council approved operations/missions or in support of national or multinational operations/missions authorised by the Agency Supervisory Board of NSPO.
- Contract duration: 12 months
- Level: III
- Daily fee per worked day: 339 EUR

IMPORTANT NOTES
In accordance with the NATO employment regulations, the contract will be established for
a 6-month period. The working language will mainly be English.
The duty stations will be Afghanistan, Luxembourg or any other area as required.
