General Qualifications
- A Bachelor’s level qualification from a nationally recognised/certified University in a related discipline and 3 years' post-related experience. Alternatively, the lack of a Bachelor’s level qualification may be compensated by the demonstration of a candidate’s particular abilities or experience that is/are of interest to the Agency, and include extensive and progressive experience in duties related to the function of the post.
- Minimum eight years’ experience in the information systems field, of which at least five years in the area of IT project management.
- Broad technical background in the area of IT infrastructure and applications including Systems, ERP, Electronic Data Interchange (EDI), Internet technology, Service Oriented Architecture (SOA), network and systems security.
- Proven ability to manage all aspects of projects composed of teams of internal staff and one or multiple contractor companies.
- Ability to communicate clearly and effectively, both orally and in writing, in technical and non-technical areas with technicians and non-technical managers in an often-stressful environment.
- Ability to facilitate/present persuasively and negotiate effectively to achieve desired outcomes.
- Ability to manage time and work effectively under pressure while producing quality products under short notice deadlines.
- Ability to develop resourceful and effective solutions to problems (including personnel), focus on team performance goals and track metrics to measure performance improvements.
- Demonstrated ability and experience in creating and developing diverse, inclusive and high performing teams through the application of inclusive leadership principles and practice.
Specific Qualifications
- Very good knowledge of IT systems in support of Integrated Logistics Support (ILS) processes, Fleet Management, Technical Publication solutions.
- Experience in current IT methodologies, standards and techniques, systems design, development, implementation and integration, selection and acquisition of systems and services, and management of projects.
- Extensive knowledge of web application development tools and technologies.
- Experience with all aspects of applications exposed on public and private networks (such as the internet), specifically IS security, reliability and availability.
- Knowledge and proven experience on process and data modeling applied to large IT systems.
- Very good systems analysis skills, knowledge of IT development methodologies and proven ability to develop and document IS concepts and architectures.
- Good knowledge of multi-tiered, SOA and cloud architectures, as well as experience in software and process modeling techniques.
- Knowledge of logistics procedures/requirements with emphasis on supply and maintenance management and automation of logistics processes, including applicable international standards such as the ASD Series.
LANGUAGE QUALIFICATIONS
- NATO's official languages are English and French. The work of this post requires fluency in English, while working knowledge of French is desirable.
